Hard To Heat Our Homes

Question: I am 86 and live in my own home that is heated with natural gas. Last year, the heating costs were very high. I can’t imagine what they’ll be this year! I’m afraid I won’t be able to pay my bill and I’ll have my heat shut off. Is there help available?

Answer: Yes, there is. At current energy prices, it’s going to be a hard winter to heat homes. Thankfully, through the advocacy of many groups, legislators are beginning to understand the impact of soaring oil costs on elders. Individuals in both state and federal government are pushing to increase fuel assistance levels to help offset the high cost of energy used for heating.

Everyone, regardless of income, should first make sure their house is weatherized to prevent heat from escaping. Be certain that your home is insulated, your doors have weatherstripping, and your windows have storm windows. Next, communicate with the utility companies. Individuals over 65 should notify their utility companies that they are 65 or older and reside at their current address. Gas and electric utility companies (oil heating companies are not regulated) are prohibited from shutting off service to households in which everyone is 65 or older without getting permission from the Department of Public Utilities. People, regardless of age, who have a “financial hardship” and a “serious illness,” cannot have their services terminated by gas and electric companies.

Elders and their caregivers should be aware of the laws. Gas and electric companies are prohibited from stopping service between November 15 and March 15 if a customer files a financial hardship application. This is called the winter moratorium. Customers should also know there are discounts available from most gas and electric companies. For people who have overdue balances, payment plans can often be arranged.

If you are having a hard time paying your heating bills, you’re encouraged to pay as much as you can. Completely stopping payment may cause additional difficulties.

In addition to payment plans and discounts from gas and electric companies, fuel assistance may be available through the Low Income Home Energy Assistance (LIHEAP) program. Assistance is available for many heating types, including oil. Elders should call 1-800-632-8175 for more information.

If possible, try to put some extra money in savings now so you can pay for your heating bills later. However, if you need help once the cold weather comes, be sure to ask for it.
